Scotland registrars refusing to officiate same-sex marriages Scotland: Registrars are refusing to conduct gay marriage ceremonies despite new legislation which comes into force in December. While the new Civil Partnership Act permits same-sex couples to register their unions, registrars are being allowed to opt out of officiating at ceremonies to accompany the registrations.�[Date: 03-Aug-05 ]
